Most of us have strange preconceptions of the role of the private investigator, but these were dispelled by an informative and humorous presentation by David Staves of Legal Services UK Investigations. David is a member of the Association of British Investigators and a member of the Certificated Bailiffs Association and has ensured a reputation for operating within a strict code of practice offering a reputation for total professionalism. This experience resulted in a very interesting video presentation and our members are now much more aware of the role of the private investigator and the part surveillance plays in that role.
The pin-hole camera picks up the man knocking on the door of a council flat. The fuzzy edge of the circular image lends a covert feel to the scene, which is being taped for use as evidence. The on-screen time stamp ticks over as the bearded man bends to call through the letter- box. A moment later a man opens the door and ushers in the visitor. Is this a buyer visiting his drug dealer? Or just one friend calling on another? The time-lapse video monitors the flat 24 hours a day. A neighbour has complained of slamming doors at all times of the day and night. The council has to check the allegation and gather evidence to use in court, if necessary. The complainant is too scared to testify against the tenants, so the council is using private detectives to search for information. Phil works for Burgess PDQ, a detective agency that his father, Steve, runs from a three-room office suite near Manchesters main shopping area. The agencys first taste of council work came 18 months ago when Salford wanted to gather information on a nuisance case. Since then the agency has investigated cases involving drugs, noise, harassment and car crime.
The search for a missing southern Utah man is getting a boost from a team of private investigators. The Private Investigator Association of Utah is volunteering some of its members time and skills to help track down Christopher Coan. Its a case that has perplexed police and left his family heartbroken. Coan, 18, vanished from a Subway shop in Iron County on Sept. 3, 2007. He left his drivers license, clothing and money behind. His 1994 maroon and silver Chevy S-10 Blazer with stickers on the back window hasnt been found. The temporary license tag expired in October, and the vehicle has been listed as missing in a national crime database.

Imeldas Fine Shoes began, fittingly enough, with gushing over a pair of shoes. Actually, it was two pairs of shoes–one pink and orange, the other black and white striped, both with bows–and a long-running series of mutual compliments between two members of Baton Rouge Junior League. The name, of course, comes courtesy of the shoe-obsessed wife of Ferdinand Marcos, the late dictator of the Philippines.

Six surface officers were selected as the first student Naval Aviators not long after Naval Aviation officially began in 1911. They trained at North Island, California and coming from the fleet, their uniform shoes were black, low-quarter, square-toed, rough surface leather shoes. These functioned well and looked OK on coal burning ships where black soot often descended on personnel and their shoes. At North Island the students found themselves in a new environment characterized by brown dust from the soft surface airfield, which settled unattractively on their black shoes. After considerable discussion they decided that brown high-top shoes with brown leggings would work better for them. The brown dust wouldnt look so bad on brown shoes and might be easier to clean. On a Saturday morning they located a cobbler shop on 32nd Street in San Diego and commissioned the manager to produce the shoes at a price they could live with.

Cigarette sales statistics reported this week demonstrate the power of advertising and marketing. Sales are down, the National Association of Attorneys General said. They havent been this low since 1951, and there were a lot fewer Americans back then. This power of marketing and advertising, so obvious in this context, should not be brushed aside so easily by Hollywood when it tries to disavow its own responsibility for coarsening the culture. Foul language and explicit scenes are every bit as powerful as paid ads when placed in popular shows and movies. The same goes for the alcohol industrys responsibility for irresponsible consumption by young people and others. Americans tend to immitate what they see continually, especially if it is made to appear attractive.

As Gemstar-TV Guide International Inc. re-launches a bigger version of its television programming guide, the company faces rising legal costs associated with a Securities and Exchange Commission inquiry of its former officers. Several former officers, including founder Henry Yuen, are under investigation by the SEC for inflating licensing revenues. The trial has been put on hold as both sides battle over whether their severance payments may be frozen. For the April-June period, Gemstar reduced legal expenses by $5.8 million to $600,000. Waukesha County officials on Tuesday rejected a contractors protest seeking to win back the electrical contract for the $28 million county jail expansion project. The County Boards Public Works Committee voted unanimously to reaffirm a decision granting the $2.5 million electrical contract to Venture Electrical Contractors, Waukesha. Westphal Co., Janesville, had nosed out Venture by $600 and had initially won the award, but county officials ended up tossing out the bid because they deemed Westphals proposal incomplete. “It was decided that this bid wasnt qualified,” he said. “If we switched it, the other guy would protest.”
Utah Power is urging contractors to work cautiously around electricity. Each year, people are seriously hurt or even killed by making contact with high-voltage electrical wires. Eugene, Ore.-based Caffe Diva is a chain of drive-through coffee cafes. In October 1997, the company filed a Small Corporate Offering Registration (SCOR) with the Securities Exchange Commission (SEC) in an attempt to raise $1 million, the annual limit that companies can raise through a SCOR offering. According to Ron Davis, a principal of Caffe Diva, the money was needed to expand the companys concept from the Pacific Northwest into national markets. “Two years ago, we opened our first kiosk, and by early 1997 we had four in Lane County, Oregon,” Davis said. “But growing into other geographic areas takes money — lots of money. The University of Oklahoma Health Sciences Center has been named a part of the Comprehensive Sickle Cell Center of the Southwest, a designation that will allow OU to bring more research to Oklahoma as part of a five-year multimillion-dollar federal grant from the National Heart, Lung and Blood Institute. The health centers teamed up to compete to be one of 10 sickle cell centers named by the National Heart, Lung and Blood Institute, which awarded a $6 million grant to the Comprehensive Sickle Cell Center of the Southwest. The OU Health Sciences Centers portion will be $150,000 over a five-year period. The OU Health Sciences Center treats about 260 children in Oklahoma City and Tulsa with sickle cell disease. An average of 15 new sickle cell cases are diagnosed every year in Oklahoma during newborn screenings.
She comes to OU Physicians from the Texas Department of Mental Health, where she was a forensic psychiatrist. Sanchez served for three years with the United States Public Health Service, National Health Service Corps.

“Hawaiis lodging industry is a travel bargain at the moment,” says Joseph Toy, Honolulu-based director in the PricewaterhouseCoopers Financial Advisory Services (FAS) group. “Unlike mainland U.S. gateway destinations, there is no shortage of available rooms — and average daily room rates have risen at far less than the rate of inflation,” he adds. Occupancy fell in each category of hotel in Hawaii, with the exception of budget hotels, where occupancy actually rose 0.9 percentage points to 72.6 percent in August of 1998 from a year earlier, according to the Lodging Research Network. The steepest drop was in economy hotels, where occupancy fell 8.6 percentage points to 68.3 percent in August 1998 from 76.9 percent in the year-ago period, the Lodging Research Network says. “There is no question that a lower level of eastbound visitor arrivals is playing a major role in Hawaiis lower occupancy rates,” Mr. Toy explains. “Meanwhile, growth in westbound visitor arrivals was modest in August, well off the brisk pace we had enjoyed year-to-date.”

IASC FOUNDATION AMENDS CONSTITUTION TO EXPAND THE PACTICAL EXPERIENCE OF ITS INTERPRETATIONS COMMITTEE The Trustees of the International Accounting Standards Committee (IASC) Foundation, the oversight body of the International Accounting Standards Board (IASB) has published amendments to the Foundations Constitution reflecting its wish that the membership of the International Financial Reporting Interpretations Committee (IFRIC) should have greater diversity of practical experience. The constitutional changes enlarge the IFRIC from 12 to 14 members, and amend the quorum and voting requirements accordingly. The International Accounting Standards Board (IASB) has completed the second phase of its business combinations project by issuing a revised version of IFRS 3 - Business Combinations ana an amended version of IAS 27 - Consolidated and Separate Financial Statements. The new requirements take effect on 1 July 2009, although entities are permitted to adopt them earlier.

The Internet has made shareware the computer enthusiasts hottest commodity. Dont you think its time to cash in on these near-free utilities? Downloadable software comes in two flavors: “shareware,” which is sold on the honor system and requires you to send a check to the creator if you use it; and “free ware,” which, as the name implies, provides a program that you can use without charge. There is a third type of downloadable software also available. Termed “demoware,” these are downloadable demos of commercial software that you can use to “test” a programs basic functionality. Typically, these programs omit key features and disable after a time. Its not recommended that you use shareware to outfit your entire computer–although its likely youll be able to find almost everything you need in shareware form. Shareware is often a great adjunct to the programs you use on a daily basis. Additionally, shareware often gives your computer functionality you never knew it could have. Because a shareware application is typically developed by a dedicated software designer with a strong personal vision, youll find utilities that supplement your current suite of programs in ways youve never imagined.
In the eyes of our lawmakers, computer software is considered an intangible asset. Under our tax rules today, the cost of all intangible assets acquired by a sales agency as part of the purchase of a business are now amortizable as intangible assets. Previously, those intangible assets were required to be capitalized but could not be claimed as a tax deduction unless they had a readily determinable life. However, when it comes to the costs of developing software (for the sales agencys own use or for sale or lease to others), the agency has a choice: those costs may either be deducted as an immediate expense or amortized over a five-year period (or shorter if it can be established as appropriate). Remember, however, the key is that the costs must be treated consistently. For purchases of computer software, specifically those costs which are not amortizable over 15 years as a Section 197 intangible asset, costs are depreciated using the straight-line method over three years beginning in the month it is placed in service.
Despite early concerns, this year has turned out to be a pretty good one for the Computer Software Industry. Many had predicted a major slowdown in the US economy this year, in light of the economic turmoil that held on to most of Asia, Russia and South America. While some software companies were afraid that these problems would slow down sales overseas, most of this sector has been relatively unaffected. Editor: The Foundation has asked the NIH/NCCAM to fund an 18-month pilot study of 30-40 subjects. More than 100 persons in Silver Springs, Florida have already volunteered to participate. The investigators cannot deprive patients of vitamin C for a lengthy period and therefore the pilot will not be a placebo-controlled double-blind trial. Instead, the design will monitor Lp(a) and other assessments for all study participants during a two-month baseline period without any intervention. Just as lead in products made in China has become big news, California regulators are preparing to crack down on the makers and distributors of jewelry sold in the state found to contain lead. The state Department of Toxic Substances Control is in charge of enforcing this law. In a posting on the agencys Web site, officials said they have already begun stepping up enforcement, both responding to consumer or worker complaints and conducting marketplace surveillance. However, the department wont be looking at dozens of companies that last year reached an agreement with then-Attorney General Bill Lockyer to limit lead content in the jewelry they make or sell. Major retailers including Saks Inc.; Liz Clairborne Inc.: Burlington Coat Factory Warehouse Corp., Target Corp. and Sears Corp. signed on to the agreement, as did manufacturers like Arden Jewelry Manufacturing Co.

Intertextuality in Western Art Music (Musical Meaning and Interpretation), by Michael L. Klein. Indiana University Press (601 N. Morton St., Bloomington, IN 47404), 2005. 182 pp. $44.95. Such a premise hardly needs proving, since the vast majority of musicians is bound to agree with this relatedness, but the fun lies in the demonstration. When Klein analyzes music with which he strongly identifies and understands, such as in the fifth chapter, The Logic of Suffering in Lutoslawskis Symphony No. 4, his probing investigation is emotionally compelling, and his intertextual references to parallel structural and affective elements in Chopins first and fourth ballades are fascinating. Kleins involvement tends to celebrate and share the love of music rather than to show off a virtuosic analytical ability-though he definitely has chops. When, however, hes earnestly finding too many intertextual links to the writings of literary, anthropological, philosophical or psychological heavy hitters, his musical passion gets lost in translation. Even the translation guide itself, a glossary of terms in the back of the book, suffers from circular references, density and a presumption of a technical vocabulary not common to most applied music teachers, presumably not his intended audience. For theorists of a certain persuasion, this book will make them feel perfectly at home. For others, it will seem just as it does in the study of literature, in which conflict among various methods of analysis and interpretation divides the world into them and us. For the rest of us, this book is worth exploring if youre curious, find satisfaction in pondering the puzzling relationship of art and meaning and are willing to put up with an undulating path that moves through self-conscious and sometimes thickly academic language to a clear and sometimes passionate appreciation of the music chosen for scrutiny. San Jose State, Oakland As owner Lew Wolff and the city of San Jose are negotiating to build a multipurpose stadium that could change the face of South Bay sports by bringing a professional soccer team back to San Jose and providing a new home for Spartan athletics. The facility, tentatively scheduled to open in 2009, would be built just east of Spartan Stadium, which would be replaced with a parking garage. San Jose State would provide the land at South 10th Street and East Alma Avenue. Wolff would pay for the stadium, which is expected to cost about $80 million, according to sources close to the negotiations. The stadium would have about 22,000 permanent seats, with the option to increase capacity to 30,000.

LAWYERS who had wanted General Pinochet extradited were still trying early last week to decide what “legal steps” they could take to stop him going to Chile. For some reason I found myself thinking of the sad advertisements one used to see occasionally in the personal columns: “Public school man seeks interesting job, anything legal considered.” But of course I was confusing two different functions of the word legal. Ethical began by meaning “to do with ethics”, and only later came to mean being good. The purist in me still winces when someone says “aesthetic” when they mean “in good taste”. (Aesthetic originally meant “to do with the science of perception”, then “to do with taste”, good, bad or indifferent.) FREQUENCY: Do this workout two days a week for four weeks, resting at least two to three days between exercise sessions. Perform the workout as a circuit, doing one set each of exercises 1-6 before resting. (Thats one circuit.) Repeat for a total of four circuits. REPETITIONS AND WEIGHTS: Do three repetitions of each exercise, using a weight that you can lift at most five times. (That is, youll do three repetitions using a weight equal to your five-repetition maximum for each exercise.) REST PERIODS: In week 1, youll rest for 60 seconds after each circuit, 50 seconds in week 2, and 40 seconds in weeks 3 and 4.
Im responding to a question one of your readers had regarding the 300 workout. In the Talkback section of the December 2007 FLEX, Gaspar Cortez asked, Is that all you do for the workout, or do you do more? [See The Show Big Report, August 2007 FLEX for the original workout.] On my first attempt, I used the 135-pound bar and finished in roughly 15 minutes. I was on the verge of passing out. Hands down, it was the toughest workout Ive ever done. I can now complete the workout in 11 minutes 50 seconds with 135 pounds; 15 minutes with 185; and 20-22 minutes with 225. I do it three times a week. Since I started using this workout, Ive gone from a soft 180 to a ripped 190. I guarantee Mr. Cortez will be shaking after the 50 floor-wipers–if he makes it that far. By the way, my 20-year-old cell partner failed to even complete the 300 on his first attempt. Done correctly, this is the most intense full-body workout ever.

I am so glad that we residents of Sandy were so fortunate to have had Highland Drive widened. It seemed like months and months of annoying construction. However, it was definitely worth it. Our roads are now wider and can accommodate many used cars for sale. We dont need to travel all the way to State Street to find a used car. I especially like the selection between Creek Road and Viscounti Drive. The city didnt need to spend money on beautiful landscaping. They could have just put up “Used Car Lot” signs.

As a natural extension of our experience in the production of CDs, Nimbus took a pioneering role as an early entrant into the DVD marketplace. Today, Nimbus is recognized as one of the industrys most experienced DVD replicators and technology innovators. The company began production of its first DVDs in September 1996 and has pressed more than 5 million discs since DVD players became commercially available in January 1997. When it comes to DVD, the importance of experience in production cannot be stressed enough. While the manufacturing principles for DVD are similar to those for CD, a DVDs pit length and track spacing are significantly reduced so that the surface area of a DVD can contain approximately four times as many pits as a CD. This fundamental issue and the fact that DVDs are comprised of two half-thickness, bonded substrates makes the manufacturing considerations of DVD far more challenging. The Directorate of Health Promotion and Wellness (DHPW) at the U.S. Army Center for Health Promotion and Preventive Medicine was established in 1995 with the mission of integrating health promotion into the total Army. A dentist was assigned to the DHPW staff in 1996 to help integrate health promotion into the Army Dental Care System (ADCS). To guide the development of DHPW products, services, and policy for the ADCS, DHPW conducted a survey of dental health promotion and preventive dentistry practices within the ADCS. The survey queried the frequency with which dentists deliver such services and the type and source of their patient educational materials. In this paper, we report the findings of that survey and discuss their implications for improving the delivery of dental health promotion and preventive dentistry services in the ADCS.
IT should come as no surprise that some National Health Service dentists are threatening to quit over government reforms in dental care. They will still rake in plenty of cash, but its not enough for some greedy dentists whose surgeries are more crowded than Ken Dodds mouth.
